What is CAP?
The Client Assistance Program (CAP) is a federal program initiated under the Rehabilitation Act of 1973, as amended. The primary goal is to identify, explain, and resolve any problems a person might be having with his/her rehabilitation program.
We are here to help people with disabilities who are involved with any of these federally funded rehabilitation programs:
- Division of Vocational Rehabilitation
- Rehabilitation Services for the Blind
- Independent Living Centers
- Projects with Industry
Who is eligible for Client Assistance Program Services?
- Anyone seeking information, applying for services or receiving services from a rehabilitation program
- Person who are dissatisfied with the services they are receiving, or who have been denied services for which they might be eligible
- Persons needing intervention or assistance in their relationships with projects, programs and facilities providing services to them under the Rehabilitation Act of 1973.
What are the rights of a rehabilitation client?
You have the right to . . .
- A fair and complete evaluation to determine eligibility
- An eligibility determination within sixty days
- Receive services in a reasonable amount of time
- A written rehabilitation plan
- Be provided an appropriate form of communication to accommodate your disability
- Appeal decisions with which you you do not agree
What is the client's responsibility?
- Stay fully involved in your rehabilitation process
- Be sure you are informed about services that are available to you
- Help set goals and write plans with your rehabilitation counselor
- Follow through with your plan for rehabilitation
- Ask questions when you do not understand information
- Keep appointments and let your counselor know beforehand if you cannot keep the appointment
Is there a charge for Client Assistance Program Services?
CAP non-legal advocacy services are free. However, there is a sliding scale fee based on annual gross income for legal representation and litigation expenses.
How can MO P&A help?
If you need help in establishing a better relationship with any rehabilitation agency, MO P&A provides the following services:
- Provides information about services available through rehabilitation agencies
- Advises you about your rights and responsibilities as an applicant/client of these agencies
- Facilitates improved communication between your and your counselor
- Assists in resolving disagreements through mediation and negotiation
- Offers individual advocacy services including assistance with administrative and legal proceedings
